Question : Financial Assistance to Smart Cities

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) the details of cities selected to be smart cities along with
services/facilities likely to be offered;

(b) whether his Ministry has urged the 20 Smart Cities selected in the first round to quickly firm up bankable projects for obtaining loan assistance from the Asian Development Bank (ADB), the World Bank, the BRICS Development Bank and other
financial institutions and, if so, the details thereof and the response of these banks thereto;

(c) the amount of loan sought and those agreed by each of these banks and the time by which the loan is likely to be released;

(d) the other steps taken/being taken by the Government to raise
the balance amount required for the said purpose in a time bound manner; and
(e) the target date for developing smart cities, city-wise along with action taken to adhere to such time limit?

REGARDING FINANCIAL ASSISTABCE TO SAMRT CITIES

(a) Twenty cities have been selected for development as Smart Cities in Round 1 (copy enclosed). Some of the services/facilities proposed are, smart metering, solid
waste management, providing and developing open spaces, pedestrian friendly pathways, smart parking energy efficient street lighting, safety and security of
citizens, robust IT connectivity, etc.

(b)&(c) The Smart Cities are setting up Special Purpose Vehicles (SPVs) and Projects will be posed to banks and financial institutions by the SPV. The Ministry has urged Smart Cities
to establish their SPVs immediately. Fourteen SPVs have already been set up. A proposal of loan assistance of USD 500 million each from World Bank and Asian Development Bank (ADB) has been approved by Ministry of Finance. The loan is likely to be released in Financial Year 2017-18.

(d) Apart from availing loans from World Bank and ADB, Ministry is trying to augment internal and external sources of revenue of the Smart Cities. The Government is assisting
Smart Cities to maximize internal sources of revenue such as Property Tax, Advertisement Tax etc. Moreover, the Government is converging with other Schemes such as Solar Rooftop, Integrated Power Development Scheme (IPDS), etc. Government is also handholding the Smart
Cities to access the bond markets and to prepare Public Private Partnership Projects for accessing private funds.

(e) The SPVs are responsible for Project preparation,implementation and completion. At present, the Project preparation by SPVs of Smart Cities is at an initial stage.
