Question : Health Melas

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government has released funds to organise “Health Mela” in each of the parliamentary constituencies under Rural Health Mission;
(b) if so, the details of the funds released therefor, State/UT-wise and Parliamentary Constituency wise;
(c) the parliamentary constituencies where the released funds have been utilized to organise Health Melas under Rural Health Mission; and
(d) whether necessary directions have been issued to States which have failed to utilize the funds for Health Mela, if so, the details thereof?

(a) & (b): Under the National Health Mission (NHM), support is provided to States/UTs for strengthening of their healthcare system including support for organizing “Health Melas” in Parliamentary Constituencies, based on their proposal in Programme Implementation Plans (PIPs). Funds are released to the States/UTs on a lump sum basis for the activities approved under NHM including for Health Melas, wherever approved.
During the F.Y. 2018-19, funds have been released to the States for organizing “Health Melas” in Parliamentary Constituencies under NHM. The details are at Annexure-I.

(c): The details of funds utilized under the National Health Mission (NHM) during financial years 2018-19 and 2019-20, as reported by the States under the activity of Targeting Naturally Occurring Gathering of People/Health Mela are at Annexure-II.

(d): The Government regularly reviews the expenditure on approved activities including Health Melas through regular correspondence, video conferences and meetings with the State Governments officials so as to improve the utilisation of funds.
