Question : Human Capital Index

(a) whether the India was ranked low at globally on a world-wide Human Capital Index released
by Geneva based World Economic Forum in June this year;
(b) if so, the details thereof;
(c) whether China, Bangladesh, Bhutan and Sri Lanka are positioned above India in this Index;
and
(d) if so, the reasons for India''s poor performance in this regard and the steps taken by the
Government in this regard?

(a) to (c) As per the Human Capital Report 2016, brought out by the World Economic Forum,
overall rankings of Sri Lanka, China, Bangladesh and India based on Human Capital Index,
2016are as under:-

(d): As per the report, Human Capital Index quantifies development and deployment of human
capital in selected countries and tracks the progress overtime. The composite index has been
prepared by taking factors like levels of education, skills and employment opportunities available
to thepeople in distinct age groups.
Although a substantial portion of the metrics used for constructing the Human Capital
Index depended on subjective opinions from the Executive Opinion Survey and opinion gathered
from the country’s business community, Government has taken various measures for improving
the literacy levels and ensuring quality of education and development of skills of people for better
employment. This may result in better ranking in future.
