Question : LAW COURSES AND COLLEGES



(a) the number of law colleges established by the Government during the last three years and the current year;

(b) whether the Government is aware that several private universities have started law courses and if so, the details thereof;

(c) whether the Government proposes to monitor such private universities with a view to ensure that quality law education is imparted therein and if so, the details thereof;

(d) the efforts being made to keep the fee structure more or less uniform across the universities being run through Central assistance;

(e) whether any specific projects have been handed over by the Government to the Central Law Universities and if so, the details thereof; and

(f) the details of special concessions/facilities being provided to the girl students to promote study of law among women?

(a): The University Grants Commission has reported that, as per available data, the number of Government Law colleges functioning during 2009 to 2011 are as follows:

(b): Yes, Madam. The UGC has informed that, at present, there are 202 State Private Universities in the country out of which 23 private universities are having Law Department on their campuses. A state-wise list of such universities is enclosed at Annexure.

(c) & (d): Private Universities are regulated as per the provisions of UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003. The UGC inspects Private Uni- versities with the help of Expert Committees. If a Private University is offering Law courses, the UGC Expert Committee includes expert from the field of law alongwith a nominee from Bar Council of India to assess whether the University is conducting law courses as per the norms of UGC/Bar Council of India. In case deficiencies are found, the University is asked to rectify those deficiencies. The compliance report is also placed before the Commission. As such, the UGC is taking all the necessary steps to ensure that quality law education is imparted by the Private Universities.

(e): At present there in no Central Law University in the Country.

(f): The UGC provides financial assistance under several fellowship/scholarship schemes to selected candidates for pursuing postgraduation, M.Phil./Ph.D. research and postdoctoral research in Universities/ Institutions/ Colleges in the country. The list of fellowship/scholarship schemes of UGC are available at www.ugc.ac.in. Girl students can also apply under these schemes for undergraduate/ post graduate/ doctoral and post-doctoral levels of study.
