Question : PM S POINT PROGRAMME



(a) whether several States are lagging behind in the implementation of the Prime Minister’s New 15 Point Programme;

(b) If so, the details thereof and the number of Ministries/ departments reporting under the said programme;

(c) the details of budgetary allocations/ expenditures/ deliverables against each programme, State/UT-wise;

(d) whether any proposals have been received by the Government under the said programme and if so, the reaction of the Government thereon, State-wise including Kerala; and

(e) the steps taken by the Government to enhance the implementation of the scheme?

MINISTER OF STATE IN THE MINISTRY OF MINORITY AFFAIRS (SHRI MUKHTAR ABBAS NAQVI)

(a) and (b) Prime Minister’s New 15 Point Programme for the welfare of minorities is an overarching programme, which covers various schemes / initiatives of different Ministries/ Departments. In order to ensure that the benefits of various Government schemes flow equitably to minorities, this programme envisages location of a certain concerned Ministries/ departments as per the guidelines of individual schemes/ programmes. Some of the schemes/ initiatives under this programme are exclusively for minority communities. Due to variety of reasons, the implementation of projects delayed and, as such the performance of States/ Union Territories varies under different schemes.

The State-wise targets and achievements for ‘minorities’ during the previous year 2013- 14 in the schemes where targets have been fixed under Prime Minister’s New 15 Point Programme is at Annexure-I.

(c) The details of State-wise targets/ achievements for ‘minorities’ during previous year 2013-14 under the schemes included in PM’s 15-PP is at Annexure-I and. Annexure-ll.

(d) The schemes/ programmes included under PM’s 15-PP are being implemented by concerned Ministries/ Departments as per the guidelines of individual schemes/ programmes. Proposals under the schemes/ programmes are submitted to the concerned Ministries/ Departments implementing the schemes/ programmes, which are decided by them as per the guidelines of the schemes/ programmes.

(e) The concerned Ministries/ departments have been requested to evaluate the programmes/ schemes in order to assess their impact on minorities. The decisions to enhance implementation of -the schemes are contingent upon the outcome of the evaluation reports.
