Question : Bio-gas Policy

(a) the details of measures taken by the Government to promote biogas produced from bio-degradable substances;

(b) whether there is any proposal to increase the production of bio-gas to meet the demand of the rural and the remote areas, if so, the details thereof along with the total number of bio-gas plants functioning in the country, State/UT-wise;

(c) the details of funds allocated and targets fixed for increasing the production of biogas in the country during the last three years along with the achievements thereof, State/UT-wise;

(d) the details of subsidy being provided by the Government for setting up of biogas plants in the country; and

(e) the details of applications received for Central Financial Assistance on biogas plants during the last five years and the status thereof?

(a): The Ministry of New and Renewable Energy (MNRE) is promoting setting up of biogas plants under three Central Sector Schemes as per details given below:
i. National Biogas and Manure Management Programme: catering to setting up of family type biogas plants for meeting cooking energy needs of rural and semi-urban areas of the country.
ii. Biogas Power Generation Programme (Off-grid): for setting up of biogas plants in the size range of 25 to 2000 cubic metre per day or 3 to 250 kw for producing biogas for power generation or for thermal applications.
iii. Waste to Energy Programme: for setting up of large size biogas plants to recover energy from Urban, Industrial and Agricultural wastes/residues.

Manure Management Programme in 8 States during the 11th Five Year Plan period, carried out by an independent agency, are given at Annexure – I.
(c): The State/UT-wise and year-wise details of funds released under National Biogas and Manure Management Programme (NBMMP) during the last three years, are given at Annexure – II. The State/UT-wise targets fixed for setting up of the family type biogas in the country during the last three years and achievements there on, are given at Annexure – III.
(d): The details of subsidy being provided by the Government for setting up of biogas plants under National Biogas and Manure Management Programme (NBMMP) in the country are given at Annexure – IV.
(e): The allocation of physical targets to the States under the National Biogas and Manure Management Programme (NBMMP) is done annually by the Ministry of New and Renewable Energy. The annual targets are fixed based on the proposals received from the States and annual outlay allocated. The details of physical targets allocated during the last five years is given in Annexure – V.
