Question : Role of MPs in Panchayats

(a) the reasons for not taking consent of Members of Parliament in allocation of funds from Centre to States whereas consent of MLAs and district Panchayats is taken;
(b) whether the Government proposes to frame a rule that while allocating funds to the States, priority should be given to Members of Parliament; and
(c) if so, the details thereof and if not, the reasons therefor?

(a)The Central Finance Commissions’ Grants to the Panchayats are allocated to the States as per recommendations in their report which are placed on the Tables of Parliament along with Action Taken Report for the information of Members of Parliament. The Ministry of Panchayati Raj makes recommendations to the Ministry of Finance (MoF) for release of the Central Finance Commission grant for the Panchayats in the States in compliance with the provisions given in the MoF guidelines.

(b) & (c) In view of (a) above, does not arise.
