STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO.273 FOR ANSWER ON 22ND MARCH, 2022 REGARDING “OPERATION GREENS SCHEME”.

(a): The Ministry has been implementing a Central Sector Scheme of Operation Greens since November, 2018 to promote FPOs, agri-logistics, processing facilities and professional management for Tomato, Onion and Potato (TOP) crops. The objectives of the scheme inter alia include reduction in post-harvest losses; enhancing value realization of farmers; price stabilization for producers as well as consumers and increase in processing facilities and value addition in value chain of TOP crops. The scheme has two components namely Short Term Measures and Long Term Measures.

i. Short term measures: During the glut situation, 50% subsidy for transportation/storage of 41 notified crops is provided.

ii. Long Term Measures: Projects are implemented in identified clusters for development of value chain for TOP (tomato, onion & potato) crops and Grant-in-aid is provided @ 35%-50% of eligible project cost. The scope has been expanded from TOP crops to 22 perishables.

(b) to (d): The scheme is demand driven and no State-wise/District-wise budget is allocated under the scheme. The details of expenditure incurred are as under.

The organizations eligible for financial assistance are State Agriculture and other Marketing Federations, Individual Farmers, Group of Farmers, Farmer Producer Organizations/Companies (FPO/FPCs), Co-operative Societies, Self-help groups, Companies, Food Processors, Licensed Commission Agents, Exporters, Logistic Operators, Retailers etc.

(e): Farmers/FPOs are eligible to avail the benefits of the scheme which directly/indirectly helps in reduction of post-harvest losses of horticulture produce and better price realization for farmers.
