Question : Assistance to RWB and ROBCFDC

(a) the State-wise details of the assistance provided/proposed to be provided to Rajasthan Wakf Board (RWB), Rajasthan Other Backward Classes Finance Development Corporation (ROBCFDC) and to other institutions in Rajasthan and other States during each of the last three years and the current year;

(b) whether the said institutions have sent any proposals for approval during the
said period and if so, the details thereof and the reaction of the Government
thereto; and

(c) the number of approved and pending proposals and the reasons for their
pendency along with the time by which pending proposals are likely to be
approved?

(a) to (c) The State-wise details of funds released under the scheme pertaining to Computerisation of records of State Waqf Boards and funds released to the NAWADCO since inception of the scheme for Strengthening of State Waqf Boards including Rajasthan Waqf Board for further disbursement to State/UT Waqf Boards are at Annexure-II. Under the above mentioned two Plan schemes, Ministry does not invite any proposal from State/UT Waqf Boards. The assistance is released to State/UT Waqf Boards as per the provisions made in various components of the scheme.

The Statewise details of releases to Other Backward Classes Finance Development Corporations in various States is at Annexure-III. The Rajasthan Other Backward Classes Finance & Development Cooperative Corporation Ltd. had submitted the Annual Action Plan (AAP) for last three years as tabulated below:-

No funds were released to ROBCFDC due to: –
i) non-availability of Government Guarantee.
ii)non-submission of utilization certificate for an amount of Rs.5.42 Cr.
iii)non-repayment of outstanding loans of Rs.10.55 Cr.

No proposal has been received during current financial year (2016-17) from ROBCFDCC.

There is no pending proposal from Rajasthan Other Backward Classes
Finance & Development Cooperative Corporation Ltd. as on date.

The disbursement made to Rajasthan Minorities Finance and Development Corporation (RMFDCC) by National Minorities Development and Finance Corporation (NMDFC) during the last three years and current year is at Annexure-IV.

During the current financial year 2016-17, RMFDCC has requested NMDFC to release Rs. 5.00 crore. However, the funds would be released to RMFDCC by NMDFC on submission of Utilization Certificate for the balance amount of Rs. 10.30 Crore out of Rs. 20.00 crore disbursed during the financial year 2015-16. Necessary communication has since been issued to RMFDCC.

A table showing the funds disbursed and the beneficiaries assisted by NMDFC during the last 3 years i.e. 2013-14, 2014-15 and 2015-16 is at Annexure-V.

Under the Free Coaching and Allied Scheme, assistance is provided to only empanelled organizations/institutions. The grants-in-aid are provided to only those organizations/institutions which have completed required documentation. The details of assistance given under the Scheme during the last three years are at Annexure VI.
