Question : FINANCIAL ASSISTANCE UNDER JNNRUM



(a) the details of the funds sanctioned, released and utilised under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) during each of the last two years and the current year, project/scheme-wise and State/UT-wise;

(b) whether there was any delay in the sanction and release of funds;

(c) if so, the details thereof and the reasons therefor alongwith the number of projects pending due to lack of funds during the above period, State/UT-wise;

(d) whether additional financial assistance was sought by the Government during the 11th Five Year Plan period to overcome the bottlenecks coming in the way of development of infrastructural facilities in the mission cities under the JNNURM; and

(e) if so, the details and the outcome thereof?

STATEMENT REFERRED TO IN REPLY TO PART (a) to (e) OF LOK SABHA STARRED QUESTION NO. 201 FOR ANSWER ON 16-08-2011 REGARDING FINANCIAL ASSISTANCE UNDER JNNURM.

(a)Under Urban Infrastructure and Governance (UIG) Sub-mission of Jawaharlal Nehru National Urban Renewal Mission(JNNURM), the details of funds sanctioned and released for utilisation for the last two years and current year State/UT-wise is at Annexure-I.

Under Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) of JNNURM, the details of funds sanctioned and released for utilisation for the last two years and current year State/UT-wise is at Annexure-II.

(b)& (c): JNNURM is a reform linked Scheme for provisioning of urban infrastructure and services in urban centres. In this, the second and subsequent instalment of Additional Central Assistance (ACA) is released for projects subject to utilisation of 70% of grants and achievement of reforms according to the timelines agreed to as per Memorandum of Agreement (MoA) by the States and Urban Local Bodies.

& (e): A proposal for reimbursement of Rs.2100 crore diverted for purchase of buses under the Second Economic Stimulus package of Government of India has been mooted under UIG of JNNURM. However, the Government has funds available to release the amount of ACA committed for the projects already approved under UIG and UIDSSMT of JNNURM.
