(a) to (c) : The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying under Centrally Sponsored Scheme (CSS) on Blue Revolution: Integrated Development and Management of Fisheries provides financial assistance to all the State Governments/Union Territories (UTs) including Uttar Pradesh and Rajasthan for development and promotion of fisheries. Besides, Fisheries and Aquaculture Infrastructure Fund (FIDF) has been created with a fund size of Rs. 7522.48 crore for providing access to concessional finance to all the States/UT’s including Uttar Pradesh and Rajasthan for development of fisheries infrastructure in the country. Details of steps taken to promote Fisheries in Uttar Pradesh and Rajasthan as reported by the State Governments are furnished in Annexure-I.
It is reported by the Government of Uttar Pradesh that a total of 2,19,585 numbers of fish farmers have been provided subsidy in the State during last three years. The Government of Rajasthan has reported that a total of 33 numbers of fish farmers in the State have been provided subsidy. The efforts of the Central and State schemes also contributed towards increase in fish production, fish farmer’s income, employment opportunities in the fisheries sector, entrepreneurship development, up-liftment of socio-economic status of fishers and fish farmers, besides creating multiple indirect benefits. In addition to the periodical review by the Department of Fisheries, the NITI Aayog, Government of India has taken up evaluation of the CSS on Blue Revolution: Integrated Development and Management of Fisheries and FIDF through an independent agency.
(d) : Yes, Sir. The Centrally Sponsored Schemes (CSS) on Blue Revolution: Integrated Development and Management of Fisheries and FIDF implemented by the Department of Fisheries are aimed towards harnessing of potential fisheries resources in a sustainable manner and also to attract the private investments in fisheries sector through providing financial assistance and interest subventions respectively.
(e) to (g) : Yes, Sir. Financial assistance is provided to the farmers and fish farmers for the development of hatcheries, nursery/seed rearing units for the production and supply of quality fin fish and shell fish seeds to fish farmers, and the fishers and fish farmers are trained in fisheries and allied activities under both the Central Government and State Government schemes. The details of training provided to fish farmers and the amount spent on training during past three years along with the details of permanent training centres both in Rajasthan and Uttar Pradesh as reported by the State Governments are furnished at Annexure-II.
