STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 420 TO BE ANSWERED ON 15.12.2016
(a) & (b): Yes Madam, Government has set up one Apparel and Garment Making Centre in each of the eight North Eastern States under North Eastern Region Textile Promotion Scheme (NERPS) @ Rs. 18.18 crore/ per centre. Each center has three units of industrial stitching and other garmenting machines. These Plug and Play units are available to entrepreneurs to run them for a period of three years at a time for skilling and production purposes. For sanction of the project every State Government was required to provide developed land, free of cost, for construction along with water supply, electricity connection and other logistic support necessary for the project.
(c) & (d): The Government is implementing the Scheme for Incubation in Apparel Manufacturing (SIAM) on a pilot basis under the XII Plan with an outlay of Rs. 38.3 Crore for 3 incubation centers. Under this scheme, Government provides assistance of Rs. 12.00 Crore to each apparel manufacturing Centre on a plug and play mode towards factory building and machinery and Rs 93 lakh for capacity building. The State Governments has to provide requisite clearances and other necessary assistance for power/water etc. Details of the projects sanctioned and the facilities provided by the Union and the State Governments/ Project Implementing Agencies (PIA) for these projects are given in the table below:-

(e): Government has announced a Special Package for boosting employment in the garment sector which includes 3.67% reimbursement of employer’s contribution towards EPFO under Pradhan Mantri Paridhan Rozgar Protsahan Yojana (PMPRPY), enhanced subsidy of additional 10% under ATUFS, rebate of state levies, relaxation under Section 80JJAA of Income Tax Act and relaxation of labor laws for the garmenting sector.
