Question : Employment under PMMSY

(a) whether people have got employment under the Pradhan Mantri Matsya Sampada Yojana (PMMSY);

(b) if so, the details thereof, State-wise;

(c) whether the Government has proposed any scheme to provide certain grants to farmers engaged in animal husbandry;

(d) if so, the details thereof, State-wise including Madhya Pradesh;

(e) whether the Government has any plan to provide food and shelter for non-milching animals; and

(f) if so, the details thereof, State-wise?

(a) and (b): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying is implementing a flagship scheme namely “Pradhan Mantri Matsya Sampada Yojana (PMMSY)”- a scheme to bring about Blue Revolution through sustainable and responsible development of fisheries sector in India” with a highest ever estimate investment of Rs.20050 crore in fisheries sector over a period of 5 years with effect from the current financial year 2020-21 in all States/Union Territories. PMMSY, amongst the others, also aims to generate about 55 lakh direct and indirect employment opportunities in various fisheries related activities like supply chain, construction and management of ponds, tanks, hatcheries, fish farming, fish production, post harvest handling of fish, sale of inputs, harvesting, processing, value addition, marketing, development and management of fisheries infrastructure, cold chain facilities, fish transport, and other ancillary activities etc.
(c) to (d): To complement and supplement the efforts of the States/UTs including Madhya Pradesh for promotion of animal husbandry and dairy sectors, the Ministry of Fisheries, Animal Husbandry and Dairying, Government of India is implementing various schemes, across the country, namely (i) Rashtriya Gokul Mission (RGM), (ii) National Livestock Mission (NLM), (iii) National Programme for Dairy Development (NPDD), (iv) Dairy Processing and Infrastructure Development Fund (DIDF), (v) Supporting Dairy Cooperative) and Farmer Producer Organizations (FPO) engaged in dairy activities, (vi) Dairy Entrepreneurship Development Scheme (DEDS), (vii) Entrepreneurship Development and Employment Generation (EDEG) and (viii) Livestock Health and Disease Control (LHDC), etc. The State-wise details of funds released under the various schemes implemented by the Department of Animal Husbandry & Dairying to various States/UTs including Madhya Pradesh are furnished at Annexure- I&II.

(e) to (f): As per the Eleventh Schedule of Constitution of India, the state may endow Panchyats to establish and run the Cattle Pounds (Kanji Houses)/ Gaushala Shelters (community assets). Many States are establishing the Gaushalas and shelter houses for control of Stray Cattle. Besides, many state Governments have created animal shelters for the homeless roaming animals.
