Question : Lack of Amenities in CGHS Empanelled Hospitals

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether adequate facilities including proper arrangements for tests and specialist doctors are available in private hospitals under Central Government''s panel;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether the Government proposes to review the functioning of these hospitals;

(d) if so, the details thereof; and

(e) the steps taken/being taken by the Government to improve the performance of private hospitals empanelled under Central Government?

(a) & (b): Central Government Health Scheme (CGHS) empanels only those Health Care Organizations, which are technically qualified as per the eligibility criteria prescribed in tender application. The hospitals which are technically qualified and accredited by National Accreditation Board for Hospitals and health Care providers (NABH) and Diagnostic laboratories accredited by National Accreditation Board for laboratories (NABL) are empanelled after signing of Memorandum of Agreement with CGHS. Non-NABH/Non-NABL hospitals and diagnostic centres are empanelled provisionally and they are inspected by Quality Council of India (QCI) for conforming to the eligibility criteria and terms of empanelment. Prescription of NABH/NABL accreditation/ QCI inspection is to ensure quality of services and adequate facilities for CGHS beneficiaries.

(c) & (d): At present, there is no proposal to separately review the functioning of all these hospitals. As and when any complaint is received, suitable action as per terms and conditions of empanelment are undertaken.
(e): Periodic meetings are being held by Addl. Directors of CGHS with the empanelled hospitals to review and improve their functioning.
