Question : National Agricultural Insurance Scheme

(a) the total number of farmers benefited under the National Agricultural Insurance Scheme (NAIS) in the country including Bihar during each of the last three years and the current year, State-wise;

(b) the targets fixed and achieved thereunder during the Twelfth Five Year Plan, State-wise including Bihar;

(c) whether the farmers have not been able to reap the benefits of the NAIS;

(d) if so, the reasons therefor and the response of the Government thereto;

(e) whether the Government has taken steps to ensure that the benefit of the above
scheme reaches the farmers; and

(f) if so, the details thereof?

(a) to (f): State-wise details of farmers benefitted in the country (including Bihar) under National Agricultural Insurance Scheme (NAIS) during last three years of its implementation are annexed. As the scheme was demand driven, no targets were fixed under the scheme. The NAIS was implemented by 25 States and 2 Union Territories in one more seasons since its inception in Rabi 1999-2000 season. The scheme was adopted by about 2712 lakh farmers during its implementation from Rabi 1999-2000 to Rabi 2015-16 season and remained popular among farmers especially in the frequent natural calamities like drought, flood etc. prone areas/States. Claims to the tune of Rs. 55662 crore were reported in respect of about 842.30 lakh farmers during the tenure of NAIS. The NAIS has been withdrawn after implementation of improved and farmer friendly Pradhan Mantri Fasal Bima Yojana (PMFBY) from Kharif 2016 season.
