(a) & (b) Yes Sir. There is a provision of seeking an advance from Contingency Fund of India set up under Article 267(1) of the Constitution, by different Ministries/Departments including the Constitutional Bodies for incurring unforeseen and contingent expenditure.
(c) The details of such drawals/utilisation by the Constitutional Bodies in the past years are as under:
