Question : PMGSY

(a) whether a majority of the work approved under Pradhan Mantri Gram Sadak Yojana (PMGSY) have not been completed due to forest related rules and have been cancelled;

(b) if so, the details thereof in respect of Narmada and Bharuch district of Gujarat;

(c) the steps taken/being taken by the Government to provide civic amenities like housing and road in tribal areas of the country;

(d) the action taken/being taken by the Government to relax the rules proving a hindrance in implementation of the said yojana; and

(e) the outcome thereto?

(a)& (b): Since inception till 05.02.2019, out of 1,77,973 road/bridge works sanctioned under Pradhan Mantri Gram Sadak Yojana (PMGSY) 1,48,963 road/bridge works have been completed. As reported by the States, 277 road works have been dropped so far due to non-issue of forest clearance. In the State of Gujarat, 5 road works have been dropped under PMGSY due to non-issue of forest clearance.

As reported by the State Government of Gujarat, no road works of PMGSY has been dropped due to forest related rules in respect of Narmada and Bharuch district of Gujarat.

(c)to (e): PMGSY is an area development programme and the unit of programme is a habitation. PMGSY is not an individual beneficiary oriented scheme and target of the programme is to connect the eligible habitations with roads constructed under it catering to the access needs of the entire population of the target habitation. However, relaxation has been provided to the Tribal (Schedule V) areas and Selected Tribal and Backward Districts (as identified by the Ministry of Home Affairs (MHA) and the erstwhile Planning Commission), and unconnected habitations in these areas with a population of 250 persons and above in the Core Network as per Census 2001 are eligible for connectivity under the scheme.

The Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) aims at providing financial assistance for construction of Pucca Houses to all Houseless and Household living in zero, one or two room kutcha houses with kutcha wall and kutcha roof in the rural areas of the country.

At the National Level, 60% of the target allocated to each State/Union Territories (UTs) is earmarked for Schedule Caste (SC) / Schedule Tribe (ST) subject to availability of eligible PMAY-G beneficiaries in the Permanent Wait List (PWL) of PMAY-G. Within earmarked targets, the proportion of SC and ST is to be decided from time to time by the respective States/UTs. The States/UTs are allowed to interchange targets between SC and ST if there are no eligible beneficiaries from either of the category and it is certified as such. Household from Primitive Tribal Groups are automatically included in the universe of eligible beneficiaries under PMAY-G.

Since inception till 6th February, 2019, 1, 45,555 habitations have been provided connectivity through all-weather roads, including eligible habitations in the tribal areas of Country. Under PMAY-G, 17,28,755 house sanctioned to ST Category have been completed during the years 2016-17, 2017-18 and 2018-19 till date.
