(a) whether the Government is considering to decentralise agricultural schemes to provide flexibility to the States to come up with need-based programmes under the Rashtriya Krishi Vikas Yojana;

(a) to (c) The Rashtriya Krishi Vikas Yojana (RKVY) provides complete flexibility to the States to Plan and execute interventions across agriculture and allied sectors as per their priorities in accordance with their agro-climatic conditions and technological capacity. Under RKVY decentralized and detailed planning of agricultural development by way of formulation of comprehensive District Agriculture Plans and State Agriculture Plans is already mandated.
