Question : Contract for Metro Rail Lines

(a) Whether contract for laying of Metro Rail Lines in the country has been awarded to foreign companies;

(b) if so, the names of those companies along with the names of the countries to which they belong.

(c) the details of the locations for which the said companies have been awarded contract for laying of Metro Rail Lines, State and place-wise.

(d) whether there is a lack of companies having expertise in laying Metro Rail Lines in the country; and

(e) if not, the reasons for awarding the said contract to foreign companies?

(a) to (c): Metro rail companies set up as 50:50 joint venture of the Government of India and respective State Government can award contracts for laying of metro rail lines either to indian companies,foreign companies or joint ventures of indian and foreign companies. Only one work of laying a part of metro rail lines between Noida-Greater Noida in Uttar Pradesh has been awarded by the Delhi Metro Rail Corporation (DMRC) to foreign company as a sole bidder i.e M/s ETF from France.

(d)& (e): There are a number of Indian companies capable of laying metro rail lines. Tender for laying metro rail lines are awarded through competitive bidding where there is no bar for foreign companies to bid and get the contract subject to other tender conditions.
