(a): No specific study has been undertaken to assess water stressed cultivable area in the country. However, as per available estimates, out of about 140 million hectare of net sown area nearly 66 million hectare area is irrigated and the remaining 74 million hectare (54% of the net sown area) are rainfed. Rainfed areas are vulnerable to water stress during dry spells and deficit rainfall. The State wise details of these area is at Annexure-I.
(b): With the vision of providing end-to end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications, Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been launched with effect from 1st July, 2015. PMKSY has been formulated amalgamating ongoing schemes viz. Accelerated Irrigation Benefit Programme (AIBP) of Ministry of Water Resources, River Development & Ganga Rejuvenation; Integrated Watershed Management Programme (IWMP) of Department of Land Resources; and On Farm Water Management (OFWM) component of National Mission on Sustainable Agriculture (NMSA) of Department of Agriculture, Cooperation & Farmers Welfare. Besides, substantial amount of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is also being used for water conservation/ harvesting activities. .
(c): For the year 2015-16, Rs. 5300 crore was allocated (BE), against which, Rs. 4965 crore has been released to the states under various components/activities of PMKSY which is about 94% of BE. The state wise details of funds released are given at Annexure-II.

(d) & (e): PMKSY is to be implemented in an area development approach, adopting decentralized state level planning and projectised execution, allowing the states to draw their irrigation development plans based on district/blocks plans with a horizon of 5 to 7 years. For effective implementation of the programme two national level committees namely National Steering Committee (NSC) under the Chairmanship of Hon’ble Prime Minister and National Executive Committee (NEC) under the Chairmanship of Vice Chairman, NITI Aayog have been constituted. At the State level two committees namely State Level Sanctioning Committee (SLSC) and Inter Departmental Working Group (IDWG) have been established. At the district level the programme will be monitored and coordinated by District Level Implementation Committee (DLIC) under the Chairmanship of Collector/District Magistrate. Web based monitoring and information system has been emphasised for effective monitoring of the programme.
