Question : INCOMPLETE JNNURM PROJECTS



(a) whether certain projects launched under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) have remained incomplete after the expiry of the term of the Mission and if so, the details thereof and the reasons therefor;

(b) whether the Government has sought any status reports about those incomplete projects under JNNURM and if so, the details thereof;

(c) whether the Government proposes to sanction funds for the completion of such projects and if so, the details thereof; and

(d) the details of the steps taken/proposed to be taken by the Government to ensure completion of the incomplete projects under JNNURM?

(a) to (d): A statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO THE LOK SABHA STARRED QUESTION NO 305 FOR 30.07.2014 REGARDING “INCOMPLETE JNNURM PROJECTS”.

(a): The original Mission period of Jawaharlal Nehru National Urban Renewal Mission (JnNURM) completed on 31/03/2012. During this period, a total of 1339 projects have been sanctioned. Out of these 680 projects have been reported by the State Governments to be physically complete. The remaining 659 projects are in various stages of implementation. The original Mission period was extended up to 31/03/2014 and during this extended period (Transition Phase) 296 number of projects have been sanctioned. All of these projects are at various stages of implementation

The implementation of the project is done by the Urban Local Bodies (ULBs)/ Para Statals with the help of State Governments/ UTs. The major constraints which have been identified in speedy and timely implementation of projects are :- capacity constraints of the implementing agencies, land acquisition, contract management issues, environmental and other clearances, litigations, shifting of existing utilities, coordination between Agencies and Departments at field level, fund flow which hamper smooth implementation of the projects and result in delay in completion.

(b): The status of the implementation of the incomplete ongoing projects is reviewed by the Central Sanctioning and Monitoring Committee (CSMC) in its meetings while sanctioning new projects and also while considering release of subsequent instalment of Additional Central Assistance (ACA) and also at various forums, regional review meetings, and through the Quarterly Progress Reports (QPRs) submitted by the State Governments/UTs.

(c) & (d): The projects under UIG and UIDSSMT sanctioned during the Mission period i.e. up to 31.03.2012 and which were not completed till the extended period i.e. up to 31.03.2014 would have to be completed by the States from their own resources. The projects sanctioned during the Transition phase which ended on 31-03-2014 shall be funded for a period of 3 years from the date of release of the first instalment of ACA. The States have been asked to expedite implementation of ongoing incomplete projects and for submission of completion certificates thereon.
