(a) whether the Government has made any assessment regarding the works and performance of PMKSY during the last three years and if so, the details thereof;

(b) whether the Government has developed an electronic platform in line with the country’s ‘Digital India’ programme to carry out all the processes related to the submission of proposals under various schemes and to make Grants-in-aid simple, easy and transparent; and

(c) the steps taken by the Government in this regard for the development of food processing industries in the country and the details thereof?

(a): The Ministry of Food Processing Industries has been assessing the works and performance of various constituent component schemes of PRADHAN MANTRI KISAN SAMPADA YOJANA (PMKSY) based on the information received from the promoters of various food processing projects/units through its project management agencies (PMAs) and also through the electronic platform based dashboard of the SAMPADA portal of the Ministry on regular basis. Since 2014, the completed projects under the Schemes of Mega Food Parks, Integrated Cold Chain and Value Addition Infrastructure, Creation / Expansion of Food Processing & Preservation Capacities and Creation of Backward and Forward Linkages have benefited an estimated 15 lakh farmers agro produce worth Rs.22,154 crore has been processed. These projects/units created processing and preservation capacities of 86.49 lakh MT of agro produce per annum and generated direct and indirect job opportunities for 4.46 lakh persons.

(b): Yes Sir. The Ministry of Food Processing Industries (MoFPI) has developed an online portal called SAMPADA portal-(https://www.sampada-mofpi.gov.in) to carry out all the processes related to the submission of proposals under various schemes and to release grants-in-aid making the processes thus easy and transparent.

(c): The major steps and policy initiatives taken by the government for promotion of food processing industries in the country include 100% Foreign Direct Investment (FDI) through automatic route in manufacturing of food products, 100% FDI under Government approval route for retail trading, including through e-commerce, in respect of food products produced and/or manufactured in India, creation of special a fund of Rs.2000 crore in National Bank for Agriculture and Rural Development (NABARD) to provide affordable credit to food processing projects/units, food & agro-based processing units, cold storage units/cold storage chains have been brought under the ambit of Priority Sector Lending (PSL), 100 percent income tax exemption for profit derived from activities such as post-harvest value addition to agriculture by FPOs’ having annual turnover up to Rs.100 crore, 100% income tax exemption for new food processing units for a period of five years, 100% deduction for capital expenditure incurred on setting up and operating of cold chain facility and concessional import duty for plant and machinery under project imports benefit scheme.
