Question : NLMC to Monetise Surplus Land of PSUs

(a) whether it is true that the Cabinet has approved for setting up of National Land Monetisation Corporation (NLMC) to monetise surplus land of Public Sector Undertakings (PSUs) and if so, the details thereof;
(b) whether it is true that land is allotted by respective States for setting up of PSU for their expansion and for other utilisation;
(c) if so, the basis on which the Union Government would sell such land and earn money for itself;
(d) whether the Union Government is supposed to hand over such land to the State concerned, if land is in excess or not in use; and
(e) the details of Central Public Sector Enterprises (CPSEs) in Telangana and the details of surplus land available with each CPSE, CPSE-wise?

(a) The Union Cabinet on 9th March 2022, approved setting up of National Land Monetization Corporation (NLMC) as a wholly owned Government of India company with an initial authorized share capital of Rs 5000 crore and paid-up share capital of Rs 150 crore to undertake monetization of surplus land and non-core assets of Central Public Sector Enterprises (CPSEs) and other Government agencies.

(b) to (d): Land has been given by State Governments to the CPSEs through various methods-freehold, leasehold, etc. Depending on the terms and conditions of allotment of land to the CPSEs, the monetisation of sub-optimally utilized land of CPSEs will be undertaken. As per the guidelines dated 13.12.2021 issued by D/o Public Enterprises (DPE) for implementation of New Public Sector Enterprises (PSE) policy in non-strategic sector, in respect of CPSEs approved for closure, the leasehold land can be returned to the respective state government.

(e): As per the information available with DPE as on 31.3.2021, there are five functional CPSEs in the State of Telangana. The details of total land available with these five CPSEs is given in Annexure.
