Question : Unplanned Development of Cities

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether unplanned development of urban areas is taking place in the country over the years;

(b) if so, the details thereof and reaction of the Government thereto;

(c) whether there is no effective arrangement to check unplanned development of cities;

(d) if so, the reasons therefor; and

(e) whether any proposal has been worked out by the Government to have planned development of urban areas and if so, the details thereof?

(a) to (d): Urban Development is a state subject. It is the responsibility of State Governments or local urban authorities to check unplanned development of cities. Ministry of Urban Development assists the State Governments/UT Administrations by providing financial/technical assistance. The Ministry has released Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2014 & Model Building Bye-Laws (MBBL), 2016 to help State Governments in preparing their Master Plans & Development Plans.

(e): Under AMRUT Mission, one of the reforms is to prepare GIS based Master Plan for all the Class I cities which would facilitate effective monitoring of plan enforcement and implementation.
