Question : LNG Terminals

(a) whether the Government proposes to establish an offshore Liquefied Natural Gas (LNG) terminals at certain ports in the country and if so, the details and the present status thereof, port-wise;
(b) the estimated cost of the project and the funds earmarked for the purpose;
(c) whether the Government/Paradip Port Trust has signed any Memorandum of Understanding (MoU) with some companies including GAIL (India) Limited for setting up of a Floating Storage and Regasification Unit;
(d) if so, the details and the present status thereof; and
(e) whether there is any proposal to shift the proposed LNG Terminal from Paradip Port to some other port and if so, the details thereof along with the reasons therefor?

(a)&(b):Yes, Madam. Kolkata Port Trust has granted permission by following established tendering process to a private company to establish an offshore Floating Storage and Regasification Unit (FSRU) for unloading LNG from LNG carriers and transferring to suitable land fall points through sub-sea pipelines. This project will not involve any investment on the part of Kolkata Port Trust. The estimated cost of the Terminal is around Rs. 3500 Crores and capacity is 4 million tonnes per annum.

Mumbai Port has establish an offshore Floating Storage and Regasification Unit (FSRU) with a capacity of 5 million ton at an estimated cost of Rs. 2740 Crores on PPP mode.

(c)to(e):Yes, Madam. Paradip Port signed MoU on 26.10.2013 with M/s GAIL (India) Ltd. for setting up of an offshore Floating Storage and Regasification Unit (FSRU) at an estimated cost of Rs. 3108 Crore.
