Question : Salary to Madrassa Teachers

(a) the total number of Government Madrassas in the country and the number of madrassas where quality education is being provided to students;
(b) whether pay grants worth Rs.6000/- is paid to teachers of madrassas since the year of 2010-11;
(c) if so, whether the Government proposes to increase the salary of Madrasas teachers;
(d) the number of years for which salary has not been paid to teachers in Uttar Pradesh; and
(e) the reasons for not paying salaries at right time to teachers of Madrassas?

(a): The Ministry of Education has been implementing a Scheme for Providing Quality Education in Madrassa (SPQEM) since 2014-15. The scheme provides financial assistance to encourage traditional institutions like Madarsas and Maktabs to introduce modern education through subjects such as Science, Mathematics, Social Studies, Hindi and English in their curriculum. The State-wise details of recognized Madrasas in the country is given at Annexure-I. The year wise total number of beneficiary Madrasas under SPQEM component is at Annexure-II.

(b) & (c): As per the guidelines, financial assistance is provided through the State Governments to support engagement of a maximum of three teachers per Madrasa for full time Graduate teachers @ Rs.6000/-p.m. and Post Graduate/B.Ed. teachers @Rs. 12000/-p.m on honorarium basis. In case the State Governments want to pay more than that, they may do so from their own funds.
(d) & (e): The Ministry of Education has released a total of Rs. 702.40 crore to the State Government of Uttar Pradesh from 2014-15 till date under Scheme for Providing Quality Education in Madrassa (SPQEM). The State Government releases funds to the concerned Madrassas which includes honorarium for teachers.
