Question : NABARD Financial Assistance to Farmers

(a) whether the National Bank for Agriculture and Rural Development (NABARD) has any plans to provide financial assistance to farmers and farmers cooperatives, which are adversely affected due to the pandemic and if so, the details of thereof;

(b) whether the NABARD has released its State- wise credit plan for the 2021-22 financial year; and

(c) if so, the details of the priority sector particularly Agricultural lending, MSME and SHG in Odisha and other States as finalized by the NABARD?

(a): To meet the credit needs for post-harvest and kharif sowing requirements of farmers including small and marginal farmers, a front-loaded Special Liquidity Facility (SLF) of Rs. 55,000 crore under SLF–I and SLF-II has been extended by NABARD during COVID-19 pandemic for Regional Rural Banks, Cooperative Banks and Non Banking Financial Company (NBFCs)-Micro Finance Institutions (mFIs). This additional special liquidity facility to the rural financial institutions at concessional rate of interest will ensure enhanced credit flow to the agriculture and the allied sector.

(b) & (c): NABARD has intimated that they prepare Potential Linked Credit Plans (PLPs) for the country. State-wise details including Odisha of projections made by NABARD for priority sector under PLP 2021-22 is provided in Annexure to this reply, as reported by NABARD.
