Question : Small AYUSH Centres at Village Level

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) whether the Ministry has allocated funds for the development of small ayurvedic, unani, siddha and homoeopathy centres at village level;

(b) if so, the details thereof, State/ UT-wise including Bihar;

(c) whether the Ministry has made collaboration with Ministry of Health and Family Welfare to make small ayurvedic, unani, siddha and homoeopathy centres at village level and if so, the details thereof; and

(d) the response of the Ministry of Health and Family Welfare in the said matter?

ANSWER

(a) & (b): Under Centrally Sponsored Scheme of National AYUSH Mission(NAM), there is a provision of financial assistance to the States/ UTs including Bihar for different activities which also include assistance for upgradation & supply of medicines to AYUSH dispensaries and co-located AYUSH facilities at Primary Health Centres (PHCs). The State/ UT-wise released status of grant-in-aid under NAM is furnished at Annexure.
(c) & (d): Public health is State subject. However, under the National Health Mission (NHM) of Ministry of Health and Family Welfare, financial and technical support is provided to States/UTs for strengthening their healthcare systems, including for mainstreaming of AYUSH by way of co-location of AYUSH facilities at PHCs, based on the requirements posed by the States/UTs in their Programme Implementation Plans (PIPs). The engagement of AYUSH doctors / paramedics and their training is supported by the Department of Health & Family Welfare, while the support for AYUSH infrastructure, equipment / furniture and medicines are provided by Ministry of AYUSH under shared responsibilities. The principle of ‘Mainstreaming of AYUSH’ was adopted to enhance choice of services for beneficiaries of public health facilities and also to revitalize local health care traditions. Accordingly, NHM Implementation Framework envisages co-location of AYUSH services in public health facilities.
