Question : Farm Land Damaged by Floods

(a) the details of farm land that was adversely affected by flooding in Telangana in 2020 and the total estimated financial loss to farmers caused by the same;

(b) whether any of the affected farmers were covered under any crop insurance schemes of the Central Government and if so, the details thereof, including the number of farmers covered and the total area of farm land that was insured under these schemes; and

(c) the total claims paid to these farmers for the damage caused by the floods?

(a): As per the assessment of the Inter-Ministerial Central Team (IMCT), constituted by the Ministry of Home Affairs, crop area of 2.39 lakh hectares (having crop loss of 33% and above) was damaged due to flood in Telangana in 2020. As per the existing procedure, the report of the IMCT is considered by the Sub Committee of National Executive Committee (SC-NEC). Thereafter, the High Level Committee (HLC) approves the final quantum of financial assistance.

(b) & (c): Department of Agriculture, Cooperation and Farmers Welfare is implementing ‘Pradhan Mantri Fasal Bima Yojana’ since Kharif 2016, along with ‘Restructured Weather Based Crop Insurance Scheme’ to provide comprehensive risk cover in the event of crop damage due to natural calamities and preventable risks and provide financial support to the insured farmers against their notified insurance coverage. However, these Insurance Schemes are voluntary in nature. The State Government of Telangana implemented the Scheme during 2016-17 to 2019-20 and discontinued it from Kharif 2020 season i.e. from 2020-21.
