Question : NIRMAL BHARAT ABHIYAN



(a) whether the Government has undertaken projects under Nirmal Bharat Abhiyan (NBA) Scheme in various States including Andhra Pradesh, Uttar Pradesh and Gujarat;

(b) if so, the details thereof during each of the last three years and the current year, State/UT- wise;

(c) the quantum of funds earmarked for the purpose and the funds released so far, year-wise, State/UT-wise;

(d) whether the State Government`s recommend projects/programmes under NBA;

(e) if so, the details of such projects/programmes recommended by various States indicating the areas of their implementation during the said period, State/UT-wise; (t) whether the Government has achieved the desired results; and (g) if so, the details thereof and if not, the steps being taken thereon, State/UTwise?

(a) Yes Madam.

(b) The number of Individual household latrines (IHHLs), School and Anganwadi toilets constructed under Nirmal Bharat Abhiyan (NBA) during last three years and current year, State/UT-wise is at Annexure-I,

(c) Since the rural sanitation programme is a demand driven scheme, hence no State-wise allocations is made. However, Central share released State/UT-wise during last three years and the current year under the erstwhile Total Sanitation Campaign (TSC)/ the Nirmal Bharat Abhiyan (NBA) and the Swachh Bharat Mission (Gramin) is at Annexure-2.

(d) and (e) The States prepare a perspective Project Implementation Plan (PIP) for each district, which details the entire balance work remaining in the district, with regard to the various components of the programme. The State/UT-wise No. of such District Projects Sanctioned under the TSC/NBA/SWM(G) is at Annexure-3.

(f) and (g) While the programme has been successful to some extent, the fact that there are still a large number of rural households without access to safe sanitation facilities, which is an issue which needs to be tackled on war footing in a time bound manner.

The Swachh Bharat Mission (Gramin) has been launched on 2nd October, 2014, which aims at attaining a 100% Open Defecation Free India by 2nd October, 2019.

The following Steps have been taken under Swachh Bharat Mission (Gramin)

# A provision of incentives for the construction of Individual household latrine (IHHL) of Rs. 12000, including central share of Rs.9000.00 (Rs. 10800.00 in case of special category states) and State share of Rs. 3000.00 (Rs. 1200.00 in case of special category states) to all BPL households and to identified Above Poverty Line (APL) households(all SCs /STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women-headed households).

# Demand is sought to be created by triggering `Behaviour change` by intensifying Information , Education and Communication (IEC) and Inter Personal Communication (IPC) campaigns as Sanitation is Mindset issue.

# Outputs (Construction) and Outcomes (usage) will be monitored.

# Strong Administrative structure will be set up for the Mission at Central, State and District and GP levels.

# Use of Technology to Monitor Household coverage through a Hand held device to capture photos of beneficiary, toilet and Lat/Long. Coordinates will be taken up.

# Innovative, Low cost and User friendly technologies for toilet and Solid and Liquid Waste Management will be pursued.
