Question : COUNTER LWE STRATEGY



(a) the areas affected by the Left Wing Extremism (LWE) in the country, State-wise;

(b) whether the Government is contemplating to hold talks with extremists/ naxalites impressing them to abjure violence and return to the mainstream of the society and if so, the details thereof;

(c) whether the Government proposes to include additional districts under the Security Related Expenditure (SRE) Scheme and assign a respectable role to the Public Representatives in determining spending under the Scheme; and

(d) whether the Government also proposes to bring the Integrated Action Plan (IAP) under the administrative control of the Ministry of Home Affairs and if so, the details thereof?

(a) to (d): A Statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NUMBER 184 FOR 10.03.2015

(a): 106 districts in the 10 States are considered as Left Wing Extremism (LWE) affected. The State-wise list of such districts is annexed.

(b): The State Governments have from time to time appealed to the Left Wing Extremists, especially the CPI (Maoist), the most violent group, to abjure violence and hold talks on any issue of concern to them. The Central Government would welcome talks between the State Governments concerned and the Left Wing Extremists provided the latter abjure violence and join the democratic process.

(c): At present, 106 districts in the 10 States are covered under the SRE Scheme for LWE affected States. The inclusion/exclusion of districts under the SRE Scheme is based on their violence profile and is a continuous process without time frame. Ex- penditure under the SRE Scheme which are re- curring in nature, relating to ex-gratia payment to the family of civilian/ security forces killed in LWE violence, insurance of police personnel, training and operational needs of security forces, rehabili- tation of surrendered Left Wing Extremist cadres, community policing, security related infrastructure for village defence committees and publicity material is first done by the State Government and then it is reimbursed by the Union Government as per the scheme guidelines. In this process, public representatives are not involved.

(d): There is no such decision.
