Question : Spectrum Usage Charges

(a) Whether the Government is having the report of Telecom Commission recommending to lower the Spectrum Usage Charges (SUC) to 3% of the annual revenue;

(b) If so, the details thereof;

(c) Whether the recommendation of Telecom Regulatory Authority of India (TRAI) and the recommendations of Telecom Commission are uniform;

(d) If so, the details thereof and if not, the reasons therefor; and

(e) Whether any change in the SUC will benefit the clients of the service providers?

(a) to (e) Union Cabinet in its meeting dated 15.09.2021 had approved various Telecom Reforms including no Spectrum Usage Charge (SUC) to be charged for spectrum acquired in future spectrum auctions (i.e for spectrum acquired through auctions held after 15.09.2021). This decision was conveyed to Telecom Regulatory Authority of India (TRAI) by DoT. TRAI in its recommendation on “Auction of Spectrum in frequency bands identified for IMT/5G” dated 11.04.2022 had welcomed the removal of SUC in spectrum acquired in future auctions.
This measure along with other Telecom reforms undertaken will benefit the sector and the clients of the service providers.
