Question : ONLINE PERMIT FOR NEW BUSINESS



(a) whether the Government proposes to give online permit for starting new business in the country and if so, the details thereof indicating the name of business for which such permit is proposed to be given;

(b) whether the Government has signed or proposes to sign any agreement with any public or private information technology company to introduce the said system;

(c) if so, the details thereof along with the time by which final decision is likely to be taken in this regard;

(d) whether the Government also proposes to introduce single window system for all the required approvals; and

(e) if so, the details thereof?

(a) & (d): No, Madam. There are various clearances required for starting a business, a number of which are already being given online. Government is implementing e-Biz mission mode project under the National e-Governance Plan, which is an online single window portal to provide, inter alia, various services for starting new business in the country. As part of the pilot phase, 50 services (26 Central Government services and 24 State Government services) have been identified.

(b) & (c): Yes. To introduce this system, the Government had signed a Concession Agreement with M/s. Infosys Limited, Bangalore under PPP model on 29.05.2009.

(e): e-Biz will serve as a 24X7 online single-window system for providing efficient and convenient Government to business (G2B) services to business community, by reducing the complexity in obtaining information and services related to starting businesses in India, and dealing with licenses and permits across the business life-cycle. Three serives, namely; Industrial licence, Industrial Entrepreneur Memorandum and Registration with Employee’s State Insurance Corporation have already been launched for the public.
