Question : Medical Colleges

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of Government and Private Medical Colleges set up in the country during the last four years, State/ UT-wise including Jharkhand, Madhya Pradesh and Maharashtra along with the number of persons who became doctors after completing their degree from these Medical Colleges during the said period;

(b) whether the Government is aware of the shortage and requirement of doctors and if so, the details thereof, State/UT-wise;

(c) whether the Government proposes to set up a medical college in every three districts/each constituency and if so, the details thereof;

(d) whether the Government has received any letter/proposal from the people’s representatives from Jharkhand during the last two years, regarding setting up of Medical college in the State, if so, the details thereof and action taken by the Government thereon; and

(e) whether the Government proposes to set up any Medical College in Maharashtra and if so, the details thereof?

(a): Details of Government and Private Medical Colleges set up in the country during last four years, State/UT-wise is given at Annexure-I. Students admitted in the Colleges during 2016-17 will appear in the final examination of MBBS course in the academic year 2021-22 only.
(b): As per information provided by Medical Council of India, there are total 11,46,3044 allopathic doctors registered with the State Medical Councils/Medical Council of India as on 31st December, 2018. Assuming 80% availability, it is estimated that around 9.17 lakh doctors may be actually available for active service. It gives a doctor-population ratio of 1:1472 as per current population estimate of 1.35 billion.
The Government has also taken several steps to increase the number of doctors in the country. These include:
(i) The ratio of teachers to students for Professor has been revised from 1:1 to 1:2 for all MD/MS disciplines and 1:1 to 1:3 in all clinical subjects in Government funded medical colleges and in Private medical colleges with 15 years standing. Further, for







Associate Professor, the said ratio has been revised from 1:1 to 1:2 and 1:3 if he/she is a unit head in all clinical subjects in Government medical colleges and in Private medical colleges with 15 years standing. This has resulted in increase in number of PG seats in the country.

(ii) DNB qualification has been recognized for appointment as faculty to take care of shortage of faculty.

(iii) Enhancement of maximum intake capacity at MBBS level from 150 to 250.

(iv) Relaxation in the norms of setting up of Medical College in terms of requirement for faculty, staff, bed strength and other infrastructure.

(v) Minimum Requirement of land for establishment of medical college in metropolitan cities as notified under Article 243P(c) of the Constitution of India has been dispensed with.

(vi) Strengthening/upgradation of State Government Medical Colleges for starting new PG courses/Increase of PG seats.

(vii) Establishment of New Medical Colleges by upgrading district/referral hospitals preferably in underserved districts of the country.

(viii) Strengthening/ upgradation of existing State Government/Central Government Medical Colleges to increase MBBS seats.

(ix) Enhancement of age limit for appointment/ extension/ re-employment against posts of teachers/dean/principal/ director in medical colleges from 65-70 years.

(c) to (e): To ensure at least one medical college for every 3 Parliamentary Constituencies and at least 1 Government Medical College in each State of the country, Phase-II of the Centrally Sponsored Scheme namely ‘Establishment of new medical colleges attached with existing district/referral hospitals’ has been launched during 2018. Under Phase-II of the Scheme, 24 new medical colleges in 8 States have been identified by the respective State Governments, including two medical colleges in Jharkhand namely Koderma and Chaibasa (Singhbhum).
