REGARDING CAPITAL PUNISHMNT ASKED BY SHRI R.THAMARAISELVAN M.P.
(a)& (b): Time and again various individuals/non-governmntal organizations have represented to abolish
the capital punishment in India,
(c)& (d): As per the information available, the names of the countries wlhose laws do not provide for death
penalty are : Albania, Andorra, Angola, Argentina, Armenia, Australia, Austria, Azerbaijan, Belgium, Bhutan,
Bosnia-Herzegovina, Bulgaria, Burundi, Cambodia, Canada, Cape Verde, Colombia, Cook islands, Costa Rica, Cote
D`lvoire, Croatia, Cyprus, Czech Republic, Denmark, Djibouti, Dominican Republic, Ecuador, Estonia, Finland,
France, Georgia, Germany, Greece, Guinea-Bissau, Haiti, Holy See, Honduras, Hungary, Iceland, Ireland, Italy,
Kiribati, Kyrgyzsian, Liechtenstein, Lithuania, Luxembourg, Macedonia, Malta, Marshall Islands, Mauritius,

(e): Under the present scheme of sentencing process, death penally is inflicted only
on dangerous incorrigibles for crimes of heinous nature in rarest of rare cases.
There is no proposal under consideration of the Government abolish capital punishment.
