Question : ASHADHA SAKA LAW AND ORDER SITUATION IN NER



(a) whether the law and order situation is deteriorating in the North Eastern Region (NER) including Assam;

(b) if so, details thereof and the total number of crime cases reported along with the action taken against the guilty, State and crime-wise including robbery, dacoity, murder, gang-rape, bomb blast, drugs trafficking etc;

(c) the corrective measures taken by the Government to stop such cases and protect the life and property of the public in the North Eastern Region including Assam; and

(d) the comprehensive measure being taken by the Government to improve the law and order situation in the North Eastern Region?

(a) to (b): The overall security situation in the North Eastern Region has improved considerably in terms of reducing the number of incidents of violence perpetrated by terrorist organizations. However, the incidents of violence committed by terrorist organizations have slightly increased in the States of Assam and Meghalaya. Public Order and Police are the State Subjects. Details of crime reported and action thereon are maintained at the State level. However, as per available information, details of crime cases reported and persons charge-sheeted in the North Eastern States during the year 2013 are as under :-

(c) to (d): The Central Government, inter-alia, is supplementing efforts of the State Governments for maintaining law and order through various measures such as deployment of Central Armed Police Forces for maintaining public order, 100% Central assistance for modernization of State Police Forces for procurement of modern equipments for surveillance, communications, forensic science laboratories, weaponry, vehicles, computerization, construction of training and Police infrastructure viz., Housing/Police stations/out posts/barracks etc. Besides, security related expenditures are reimbursed by the Central Government for raising of India Reserve Battalions, providing logistics supports to the Central Armed Police Forces deployed in the States, strengthening intelligence agencies and upgradation of Police infrastructure etc.
