Question : Funding for Projects

Will the Minister of URBAN DEVELOPMENT be pleased to state:

(a) whether only 20 per cent funds for Smart City Mission and 32 to 50 per cent funds for Atal Mission for Rejuvenation and Urban Transformation (AMRUT) is being provided by the Union Government and if so, the details thereof;

(b) the manner in which States are arranging the funds to provide for the above projects in their States; and

(c) the details of the progress of these projects in various States?

(a)& (b): The Government of India contribution to Smart Cities is Rs. 500 crore. An equal amount, on a matching basis, will be contributed by States/Urban Local Bodies (ULBs). The balance funds, as required, are expected to be mobilized from States/ULBs own resources from collection of user fees, beneficiary charges and impact fees, land monetization, debt; leverage borrowings from financial institutions, including bilateral and multilateral institutions, both domestic and external sources; private sector through PPPs; Convergence with other Missions, etc.

Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), the funding pattern for Centre and State is as under.

*In case of development of green spaces and parks, it is 50% of the project cost irrespective of population of cities in States.

The Mission Guidelines also mandate the States to provide at least 20% funding to the projects. The residual funding is to be met by the ULBs through their own funds.

(c): So far, under Smart Cities Mission, 20 cities selected in Round 1, have identified 642 projects amounting to Rs. 25,935.02 crore. Out of this, 23 projects (worth Rs. 304.97 crore) have been completed, works in 65 projects (worth Rs. 2,736.90 crore) have been started, Request for Proposals (RfPs) for 79 projects (Rs. 6,351.39 crore) has been issued and remaining 475 projects (worth Rs. 16,541.76 crore) are at pre-tendering stage or feasibility study stage.
Under AMRUT, the Centre approves the State Annual Action Plans (SAAPs) submitted by the States. The State Government’s concerned have been empowered to select individual projects to be taken up, prepare, appraise and approve the Detailed Project Reports (DPRs) and thereafter, implement the projects. The details of fund approval and released is annexed.
