Question : Implementation of Electrification Schemes

(a) the details of the schemes being run for electrification in the State of Rajasthan;

(b) the quantum of funds sanctioned and spent thereon during the last three years and the current year, district, scheme and work-wise;

(c) the number of houses and hamlets where electrification has been done, district-wise;

(d) whether the Union Government physically verify expenditure of allocated funds to the States for the said purpose and if so, the details thereof;

(e) the details of disparities found therein during the said period, location-wise; and

(f) the steps taken/being taken in this regard?

(a) to (c): Government of India launched the Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) in December 2014 for the rural areas with the objectives of electrification of all un-electrified villages as per Census 2011; strengthening and augmentation of sub-transmission & distribution infrastructure in rural areas, including construction of HT and LT lines, metering at distribution transformers, feeders and consumers; and feeder segregation. The details of infrastructure created under DDUGJY (as on 31.12.2021) in the State of Rajasthan are at Annexure-I.

District-wise and year-wise details of funds released under DDUGJY are at Annexure-II.

Further, under the aegis of Saubhagya scheme, which has now been closed, a total 20,75,522 numbers of households have been reported as electrified in Rajasthan. Based on the request of Rajasthan, electrification of 2,10,843 additional households was sanctioned under DDUGJY New in July, 2021 against which 33,523 households have been electrified as on 31.01.2022. District-wise status of electrification of these additional households in the State of Rajasthan is at Annexure-III.

(d) to (e) : Funds are released to the nodal agency, REC Limited based on reported utilization of funds by Discom/Project Implementing Agency (PIA). REC being nodal agency, before release of the next tranche of eligible subsidy against the sanctioned projects, ensures the appropriate utilization of funds allocated for the purpose of the scheme implementation in the States and Implementing Agency submits the Utilization Certificate annually in respect of the funds released duly endorsed by its State Government along with the cumulative Physical & Financial progress of the work done in the State under each projects sanctioned in the State. Further, Discom/PIA also submits audited statements of expenditure in the projects and the latest physical progress. Further, a Quality Assurance Mechanism is in place, which includes filed level village inspection and predispatch inspection with a predefined sampling methodology.

No disparities have been reported by the State so far.
