(a) & (b) Sports is a State subject and it is primarily the responsibility of the State Government to create adequate sports infrastructure for promotion of various sports in the country. The Central Government complements/supplements the efforts of the State Governments.
The Ministry of Youth Affairs & Sports does not implement any Scheme for construction of stadium. However, for developing sports infrastructure at Village and Block Panchayats, the Ministry of Youth Affairs & Sports implemented Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) Scheme from 2008-09 to 2013-14.
The State-wise and year-wise details of funds released to States/UTs for development of infrastructure under PYKKA Scheme during 2008-09 to 2013-14 are at Annexure-I. The PYKKA Scheme was restructured as Rajiv Gandhi Khel Abhiyan (RGKA) w.e.f. 01.04.2014 which provides for construction of an integrated sports complex in each block of the country both for outdoor and indoor sports disciplines. The Ministry is also implementing Urban Sports Infrastructure Scheme (USIS) for developing sports infrastructure such as synthetic athletic track, artificial tracks for hockey and football and construction of Multi-purpose hall.
In the meantime, it has been decided to restructure and merge a number of Centrally Sponsored Schemes including the RGKA and USIS, into one Central Sector Scheme to address provision of infrastructure.
(c) & (d) While no funds have been released for construction of block level sports complex under RGKA to the any State including Madhya Pradesh, a project of laying a synthetic hockey field at Ranital Sports Complex at Jabalpur in Madhya Pradesh was sanctioned on 18th October, 2011 under Urban Sports Infrastructure Scheme (USIS) at an estimated cost of Rs. 4.81 crore out of which Rs. 3.62 crore was released as first installment. The Utilization Certificate (UC) for the released amount of Rs. 3.62 crore became due on 31st March, 2013 and has not been received. Accordingly, Government of Madhya Pradesh were asked to return the sum of Rs. 3.62 crore along with the interest @ 10% per annum in accordance with the provisions of General Financial Rules (GFRs), 2005. Reply is awaited. Meanwhile, proposals for construction of multi-purpose indoor hall at T.T. Nagar, Bhopal and laying of synthetic athletic track and construction of multi-purpose indoor hall at Sports Complex, Vidisha were received from Government of Madhya Pradesh. The proposals could not be processed for sanction since Utilization Certificate (UC) in respect of a project of laying of synthetic hockey field at Ranital Sports Complex, Jabalpur, has not been received from Government of Madhya Pradesh as yet.
