Question : Monitoring of MPLAD Funds

(a) whether the Government has in place any monitoring framework for spending of funds under MPLADS;

(b) if so, the details thereof;

(c) whether the Government conducts any regular checks for inspection of works done under MPLAD funds and has it found any irregularities in this regard;

(d) if so, the details thereof and if not, the reasons therefor; and

(e) the challenges faced by the Government in regular monitoring and evaluation of expenditure under MPLAD funds?

MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION AND MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING (RAO INDERJIT SINGH)

(a) to (e) The Members of Parliament Local Area Development Scheme (MPLADS) Guidelines provides for inspection of all works by the implementing agencies while the State Nodal Departments as well as the District Authorities are mandated to inspect the works on a sample basis every year. The district authority is also responsible for inspection of all works executed by/ for societies/ trusts.

The Ministryconducts Annual Review Meeting with the Nodal Departments of all the State/ UT Governments to discuss the implementation of the scheme. Ministry also impresses upon the Nodal Departments of the State/ UT Governments to convene Meetings under the Chairmanship of Chief Secretary with the District Authorities and Members of Parliament at least once in a year. This is besides the quarterly review meeting by the District Authorities with the implementing agencies at district level to review the progress of implementation of MPLAD Scheme.The Ministry has also developed the MPLADS portal to monitor various activities of MPLAD scheme at District level which also includes spending of funds under MPLADS.

In case of any irregularities/ violation of provisions of guidelines, the Ministry refers the matter to concerned State/ UT Governments for taking appropriate action as per the State specific financial, administrative and technical rules.
