Question : Staff in ESI Hospitals

(a) whether hospitals run by Employees State Insurance Corporation (ESIC) in the country including in Karnataka are facing a significant shortage of doctors and specialists;
(b) if so, the details of the sanctioned strength and vacancies of doctors and specialists since 2010, State/year-wise;
(c) the reasons for the shortage of medical personnel; and
(d) whether the Government is planning to revise recruitment regulations in consultation with ESIC and if so, the details thereof?

(a): Details of vacancy position of Doctors (GDMO) and Specialists in Employees’ State Insurance Corporation (ESIC) including Karnataka are as under:

Filling up of vacancies is an on-going process. 84 offers of appointments to Doctors (GDMOs) have been issued.
(b): State-wise details of sanctioned strength and vacancies of doctors and specialists are at Annex – I , II & III.
(c): The main reasons for shortfall of doctors/specialists include:
1. General shortage of doctors particularly in the specialists in the country.
2. Some doctors/specialists do not apply for the job as private practice is not allowed in ESI Corporation.
3. Doctors leave the job for better opportunity outside ESI Corporation or for pursuing higher studies.
(d): At present no proposal for revision of Recruitment Regulations of Doctors/Specialists is under consideration.
