Question : Bharatmala Pariyojana

(a) whether the Union Government had launched an ambitious project called “Bharatmala Pariyojana” during the year 2017;

(b) if so, the present status of the said scheme and whether the Union Government has recently reviewed its progress report and found many shortcomings /roadblocks including fund crunch, slow land acquisition and delay in preparing DPRs, if so, the details thereof;

(c) whether the Union Government proposes to ensure removal of various hurdles and bottlenecks to complete the projects in a time bound manner, if so, the details thereof; and

(d) whether it is a fact that the actual cost incurred to construct the highways is 50 per cent higher than the estimated cost?

(a) Yes Madam.

(b)&(c) Projects with aggregate length of approximately 6400 kms have been awarded under Bharatmala Pariyojana (including residual NHDP works) up to October, 2018. The progress of projects under Bharatmala Pariyojana is monitored regularly to ensure timely completion of DPR / feasibility study and civil works for the projects. Further, use of latest technology such as LIDAR survey, Drone Imaging, Satellite Imaging, etc. is ensured for expeditious implementation of projects. The process of land acquisition for these projects is also in advanced stage.

(d) The actual construction cost incurred to construct the highway mainly depends upon the lowest bid price quoted by the bidder which is based on market dynamics, site conditions, geographical region etc.
