Question : India International Skill Centres

(a) Whether the 82 Trans-National job roles between the UK and India has been launched and if so, the details thereof;
(b) Other initiatives being taken by the Government for providing employment opportunities to youths in Overseas countries; and
(c) Whether the NSDC is working on a program to send 3 lakh youth to Japan, where they will be trained and will work and if so, the details thereof ?

Answer given by the minister

(a) Currently in the pilot phase 6 job roles from the list of 82 benchmarked Qualification Pack-National Occupation Standards (QP-NOS) are in execution in IISC centers. These job roles are:
1. Retail: Sales Associate
2. Tourism & Hospitality: Food & Beverage Service - Steward
3. Management-Security: Unarmed Security Guard
4. Construction: Mason General
5. Construction: Foreman-Electrical Works (Construction)
6. Capital Goods: Metal Inert Gas/Metal Active Gas/Gas Metal Arc Welder (MIG/MAG/GMAW)
Basis the market demand, other required benchmarked job roles will be mapped for the identified awarding bodies qualifications and made available for IISC.
(b) Government of India is keen to bridge the global shortage of labour force in the coming years by reaping the demographic dividend of young Indian labour force. To meet this objective, Ministry of Skill Development & Entrepreneurship under the “Skill India” Mission is setting up India International Skill Centres (IISCs) in the vicinity of migration pockets of the country to provide skill trainings and certification benchmarked to International Standards to enable Indian youth to work overseas. The India International Skill Centres (IISC) program is currently in pilot phase with 15 operational centres. Approximately 500 students have been enrolled in these centres in the pilot phase. In order to create a flexible, market oriented model the IISC guidelines are being revised. Upon finalization of IISC guidelines, next phase program would be launched and more centres would be added. The locations of centres would be done through a location analysis based on migration data.
(c) Government of India has signed a Memorandum of Cooperation (MoC) with Government of Japan for sending technical Interns to Japan for a period of 3-5 years under the Technical Intern Training Program (TITP).
