(a) & (b) The Ministry of New and Renewable Energy (MNRE) is implementing Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM), which is a demand driven Scheme. The scheme has three components:
(i) Component-A: installation of aggregated 10,000 MW capacity of small solar power plants, each of capacity up to 2 MW on the barren/fallow land of the farmers;
(ii) Component-B: installation of 20 lakh standalone off-grid solar water pumps; and
(iii) Component-C: solarization of 15 lakh existing grid-connected agriculture pumps including through feeder level solarisation.
For Component-B and Component-C, Government of India provides Central Financial Assistance of 30% of the benchmark cost or cost discovered through tender, whichever is lower. In case of North-Eastern States including Sikkim; hilly States of Himachal and Uttarakhand; UTs of Jammu and Kashmir, Ladakh, Andaman & Nicobar Island and Lakshadweep, higher Central Financial Assistance of 50% of benchmark cost or cost discovered through tender, whichever is lower, is being provided.
Under the Scheme, 30.8 GW solar power capacity is targeted by 2022 with central financial support of Rs. 34,035 Crore including the service charges payable to implementing agencies.
Component-wise and state-wise details of the sanctions issued and capacities achieved under PM-KUSUM Scheme are placed at Annexure.
(c)Based on the demand received from the state of Gujarat the following capacities have been cumulatively sanctioned under the three components of PM-KUSUM Scheme:
1. Component-A: 500 MW
2. Component-B: 3,424 Nos.
3. Component-C:.7,500 Nos.
(d) to (f)The Scheme has provisions for purchase of solar power generated by small solar power plants installed under Component-A and surplus solar power fed back into the grid by farmers under Component-C by the Electricity Distribution Companies (DISCOMs). For the solar power plants installed under Component-A of the Scheme, the MNRE will provide Procurement Based Incentives to the DISCOMs @ Rs. 0.40 per unit purchased or Rs. 6.6 lakh per MW of capacity installed, whichever is less, for a period of five years from the commercial operation date of the solar power plant, for which sufficient budgetary provisions have been made.
