Question : Import of Fertilizers

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) the details of production and consumption of fertilizers during the last five years, State/UT and fertilizers-wise;

(b) the value and volume of Urea, DAP and other fertilizers imported between 2009 to 2021, country-wise and year-wise;

(c) whether any delay has been noticed in assessing the shortage of fertilizers and placing the order of import for DAP fertilizers and if so, the reasons therefor;

(d) the details of corrective steps taken by the Government to ensure availability of fertilizers by importing them timely in the country;

(e) whether the Government has any proposal to permit fertilizer companies to directly import urea along with intermediary agencies which are permitted to import nutritional elements of crops and if so, the details and status thereof; and

(f) whether the New Investment Policy, 2012, amended in 2014, has been effective in reducing the import of fertilizers and making the fertilizers sector self-sufficient and if so, the details and the outcome thereof?

(a) : The details of production of fertilizers during the last five years, State-wise are at Annexure-I-A, I -B & I- C.

The details of consumption of fertilizers during the last five years, State-wise are at Annexure-II-A to Annexure-II- E.

(b): The value and volume of Urea imported to meet its demand in the country between 2009 to 2021, country-wise and year-wise is placed at Annexure-III-A.

Further, it is informed that Import of fertilizers (other than Urea) is free, commonly known as Open General Licence (OGL). Various companies import these fertilizers as per their commercial judgment. Volume of DAP, MOP and NPK fertilizers imported between 2009 to 2021, country-wise and year-wise as reported by the companies are placed at Annexure-III- B, Annexure-III-C and Annexure-III-D respectively.

(c) : The overall availability of Di- ammonium Phosphate (DAP) fertilizer in the country is comfortable during the ongoing Rabi season 2021-22. However, in between the season, some states highlighted shortfall of DAP fertilizers, particularly in few districts. Accordingly, based on the requests of State Governments, DAP rakes were moved to meet the requirement.
(d) & (e): In case of urea, the Department of Fertilizers has been ensuring comfortable availability of urea through indigenous sources as well as imports, which is done through State Trading Enterprises (STEs). In case of P&K fertilizers, its imports come under Open General License (OGL) where companies are free to import based on commercial judgments. Further, to strengthen the supply chain and to ensure adequate quantity of fertilizer during ongoing Rabi 2021-22, the following steps have been taken:

i. An attempt has been made to assess the field requirement in consultation with the states and accordingly, the district wise micro planning has been done which is being executed on daily basis.
ii. 24x7 interactions with the state governments, companies and railways have been established through web platforms/control room.

iii. The stake holders viz., manufacturers, ports, railways have been sensitized to operate on maximum capacity to produce, load, and move the fertilizers to the targeted destinations.

iv. State Governments are impressed upon to use i-FMS dashboard stock figures for district wise stock availability and suitable interventions. Same source is used by DoF so as to be on board with states and closely oversee the recommended movement for each district rake point.

v. The loading and voyage time of imported fertilizer shipments are being monitored on daily basis and required suitable interventions are being made from time to time.

vi. Every day there is a close monitoring 24x7 and regular interaction with states, fertilizer companies and railway board. As 90% of the fertilizers are moved through railway rakes, so the loading and movement of these rakes is being executed in a very targeted manner (in consultation with respective state governments), so as to address the field demand.”

(f): The Government had announced New Investmnt Policy (NIP) -2012 on 2nd January, 2013 and its amendment on 7th October, 2014 to facilitate fresh investment in the urea sector, to reduce import dependency and to make India self-sufficient in the urea sector, Under –NIP 2012 read with its amendment, Matix Fertilizers & Chemicals Limited ( Matix) and Chambal Fertilizers and Chemicals Ltd. ( CFCL) and Ramagundam Fertilizers and Chemicals Ltd. (RFCL) have set up Greenfield/Brownfield/ Revival urea plants of 12.7 Lakh Metric Tonne per annum ( LMTPA) capacity each at Pangrarh (West Bengal), Gadepan-III ( Rajasthan) and Ramagundam ( Telangana) respectively.
In addition to above, revival of Gorakhpur and Sindri units of Fertilizers and Chemicals India Ltd. (FCIL) and Barauni unit of Hindustan Fertilizers and Chemicals Ltd. (HFCL) by setting up of new urea units having capacity of 12.7 LMTPA each is also included under the NIP 2012 read with its amendment. For the revival of Talchar unit of FCIL by setting up a new green field urea plant of 12.7 LMPTA. An exclusive policy has been notified on 28th April 2021.
