Question : PRODUCTION AND PRODUCTIVITY OF AGRICULTURAL PRODUCES



(a) whether there has been a stagnation in the production and productivity of major agricultural produces such as oilseeds, pulses, rice, wheat, sugarcane and cotton during each of the last three years and the current year;

(b) if so, the details thereof, State and crop-wise along with the reasons therefor;

(c) the rank of the country in agricultural production in the world, crop-wise;

(d) whether the Government proposes to enhance the production and productivity of said crops to address the issue of food inflation and import of essential agricultural commodities in the country, if so, the details thereof; and

(e) the steps taken/proposed to be taken by the Government to increase the agricultural production and productivity in proportion to the increase in the population and make the country self-reliant in this regard?

(a) & (b): Depending on the rainfall situation, weather and temperature conditions, availability of water in reservoirs, irrigation facilities, use of quality inputs etc. and inter- crop shift in the area coverage on account of comparative profitability of other competing crops, the production and productivity of major agricultural crops in different States of the country have been fluctuating. State-wise details of production and productivity of major agricultural crops during the last three years and the current year i.e. 2011-12 to 2014-15 are given in the Annexure.

(c): As per data maintained by Food and Agriculture Organization (FAO) for 2013

(latest available), the rank of India in production of major agricultural crops is as under:-

(d) & (e): To increase production and productivity of agricultural crops in the country to meet the needs of growing population, make the country self-reliant and address the issue of food inflation, Government of India is implementing several Crops Development Schemes/Programmes such as National Food Security Mission

(NFSM), National Mission on Oilseeds and Oil Palm (NMOOP), Bringing Green Revolution in Eastern India (BGREI), Rashtriya Krishi Vikas Yojana (RKVY), etc. Under these programmes, funds are provided to States for imple- mentation of State-specific agricultural strategies including incentives to farmers for use of quality seeds, Integrated Nutrient Management

(INM), Integrated Pest Management (IPM), farm mechanization, etc. The States are also provided support for creation of agricultural infrastructure for optimal use of water and other natural resources. Further, to achieve higher agricultural productivity, India Council of Agricultural Research (ICAR) is conducting basic and strategic research relating to crop improvement, production and protection technologies suitable to different situations including development of location-specific varieties/hybrids and technologies.
