Question : Traditional Accommodation of Tribal Communities

(a) the details of traditional accommodations of tribal communities in Karnataka;
(b) the measures taken by the Union Government as well as State Governments to protect the lives of tribal communities in that State;
(c) the details of tribal communities still staying in the dilapidated houses without toilets along with the number of children leaving school at primary level in the State;
(d) whether special central assistance meant for the communities has been fully utilised by that State; and
(e) if so, the details thereof?

Answer given by the minister

(a) The details of tribal communities living in traditional accommodations, in Karnataka is as follows:

State Government of Karnataka has referred to the CENSUS OF INDIA 2011 data regarding Scheduled Tribes Houses,Household Amenities and Assets – Karnataka. The census data is based, inter alia, on Households by Condition of census House, Houses by Predominent material of roof, wall and floor, Households by ownership status, Households by number of dwelling rooms, Households by household size, Households by main source of drinking water & lighting, Households by type of latrine and bathing facility and other. The details of Scheduled Tribes Houses, Household Amenities and Assets – Karnataka as per Census of India 2011, are at Annexure-1.
(b) Ministry of Tribal Affairs and state government of Karnataka are undertaking various schemes and other targeted approach for tribal welfare. Through Grants under Article 275(1) of the Constitution, 100% grants are released to Govt of Karnataka to enable that State to meet the cost of development schemes/programmes undertaken by the State for the welfare of Scheduled Tribes in that State. Government has adopted a multi-pronged strategy for overall development of tribal people across the country, which includes various sectors viz. (i) Education (ii) Health (iii)Agriculture, Horticulture, Animal Husbandry (AH), Fisheries, Dairy & others in Primary Sector (iv) Other income generating schemes to augment Tribal household economy and (v) Administrative structure / Institutional framework & Research studies. Department of Tribal Welfare Govt of Karnataka has launched various schemes and other targeted approach towards improving Education, Strengthening Health care and access to health careamongvarious welfare activities.
(c) As per information received from State Govt. of Karnataka, the details of tribal communities still staying in the dilapidated houses without toilets and number of children leaving school at primary level in the State are as follows;
