Question : RESTRUCTURING OF CAPART



(a) whether the Government proposes to revitalize the Council for Advancement of People`s Action and Rural Technology (CAPART) by introducing reforms in itsprogrammes;

(b) if so, the details thereof and the steps taken/proposed to be taken by theGovernment thereon;

(c) the details of the performance of CAPART in the country including Karnataka,State/UT-wise;

(d) whether the Government has sanctioned funds under CAPART; and

(e) if so, the details thereof including Andhra Pradesh during the last three yearsand the current year, State/UT-wise, and the basis adopted for this purpose?

(a) & (b) In the Executive Committee (EC) meeting of CAPART held in August 2009, adecision was taken that a roadmap may be drawn for reorganization and rationalization of CAPART offices. Subsequently, it was decided that no project funds will be disbursed by Regional Offices of CAPART and thereafter from September 2010, complete funding was kept under abeyance.

A decision was also taken by EC thatan independent assessment of CAPART may be done by a professional third party. Accordingly, Tata Institute of Social Sciences (TISS) has submitted its pre final report in September, 2013. In the meantime, the Government decided in September, 2013 to take action to wind up CAPART within two years.

(c) to (e) Present schemes of CAPART have been kept under abeyance since September, 2010 due to restructuring process and hence no projects have been sanctioned in the last three years viz. 2011-12, to 2013 -14 and the current financial year including in Karnataka and Andhra Pradesh. Funds have been sanctioned for administrative expenditure and specific initiatives of the Ministry.
