Question : Procurement from Backward Areas

(a) the total quantum of wheat, rice, sugarcane and other Kharif crops procured, particularly from the backward and tribal areas of the country during the last three years and the current year, so far;
(b) the total number of farmers benefited therefrom particularly in the backward and tribal areas, State-wise;
(c) whether the Government has taken any steps for providing remunerative prices to farmers for their crops, particularly those belonging to the backward and tribal areas of the country; and
(d) if so, the details thereof?

(a) & (b): The quantum of Wheat, Rice and coarse grains procured in Central Pool (State-wise) during last three years are at Annexure-I, II & III respectively. As far as Sugar cane is concerned, it is not procured by Central Government.
Separate figures of procurement for backward and tribal areas of country and data regarding number of farmers benefitted is not maintained by the Ministry.
(c) & (d): Yes, Madam. The steps taken by Central Government for providing remunerative prices to farmers including backward and tribal areas for their crops are at Annexure-IV. In the Memorandum of Understanding (MoU) signed with Decentralised Procuring (DCP) States, emphasis for making special efforts by State Government to extend procurement operations to poor and backward districts has been given.

ANNEX REFERRED TO IN REPLY TO PARTS (c) & (d) OF THE UNSTARRED QUESTION NO.389 DUE FOR ANSWER ON 19.07.2016 IN THE LOK SABHA
The steps taken by Central Government for providing remunerative prices to farmers including backward and tribal areas for their crops are as follows:-
1. Keeping in view the procurement potential areas, procurement centres for MSP operations are opened by Government agencies, both FCI and State Government, after mutual consultations.
2. Farmers are made aware of the MSP operations by way of advertisements like displaying banners, pamphlets, announcement for MSP and specification in print and electronic media.
3. Payment for the wheat and paddy procured from farmers is either made directly to the farmers or through arthias/co-operative societies as per prevailing system of the State. Payment to farmers are also made through A/c payee cheque/electronic mode.
4. MSP has been enhanced from time to time to encourage delivery of foodgrains into central pool purchase.
