Question : National Urban Livelihood Mission

(a) the achievements made in physical and financial terms under Deendayal Antyodaya Yojana- National Urban Livelihoods Mission (DAY-NULM) during the last three years and the current year;

(b) the steps taken by the Government to ensure skill development and augmenting of livelihood opportunities for urban poor under the said Mission;

(c) whether the Government has launched an online system to make transparent, the facilities provided to the urban poor and to monitor the progress of the scheme and if so, the details thereof;

(d) whether the Government is also conducting a survey to identify eligible Self Help Group (SHG) members who are not covered by the Mission and if so, the details thereof;

(e) whether the Government has not been able to reduce poverty and provide adequate shelters to urban poor under this Mission;

(f) if so, whether the Government through series of events will extend outreach of this Mission among the poorest poor in the country and if so, the details thereof; and

(g) the other steps taken by the Government to cover more and more urban poor covered by this mission to as to reduce poverty and vulnerability among urban poor households?

(a) Under Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM) the funds released to the States were to the tune of Rs. 289.71 Cr, Rs. 556.73 Cr, Rs. 49.85 Cr and Rs 33.38 Cr during the financial years 2016-17, 2017-18, 2018-19 and 2019-20 (so far) respectively. Total grants released to States during 2016-17 to 2019-20 were to the tune of Rs. 1319.67 Cr. A statement showing physical progress under the Mission during the last three years and the current year is at Annexure-I.
(b) The steps taken under Employment through Skill Training & Placement component of DAY-NULM include conducting mobilisation of trainees, imparting training, certification and various initiatives towards wage or self-employment. As regards self-employment, there are provisions for Entrepreneurship Development Training and release of interest subvention on loans approved. For augmenting livelihood opportunities, urban poor, preferably women are mobilized into self-help groups which are linked to the banks for extension of credit.
(c) The Ministry has launched a Portal for Affordable Credit and Interest Subvention Access (PAiSA), on November 26, 2018 to smoothen payment of interest subvention to individuals/ groups/ Self Help Groups for setting up self-employment ventures or micro-enterprises under Self Employment Programme (SEP) component of the DAY-NULM. The Portal aggregates banks, States and Urban Local Bodies (ULBs) on a single platform, facilitating real time exchange of information, and provides a simple mechanism to process interest subvention on monthly basis through Direct Benefit Transfer (DBT) mode.
(d) to (g): The achievements of the Mission are provided at Annexure-I. The identification and mobilisation of prospective beneficiaries to bring them under the fold of DAY-NULM is a continuous process.
